APD Urban Planning and Management, LLC, established in 1990, is a minority-owned firm with offices in Jacksonville, FL, Atlanta, GA, Augusta, GA, Charlotte, NC, and Dallas, TX. Our firm consists of professionals trained and experienced in multiple disciplines, including real estate development, neighborhood and urban planning, landscape architecture, architecture, community development, and geographic information systems (GIS). The firm’s principal and founder, Jesse Wiles, has been a leader in the field of urban planning, affordable housing development, comprehensive community development, and neighborhood revitalization since 1980.

At APD, each effort is guided by a strong commitment to public participation and maintaining a transparent capacity building relationship with community stakeholders impacted by the neighborhood planning process and implementation of urban redevelopment initiatives. Mr. Wiles has over thirty years in the community development field, including community and neighborhood planning and revitalization, real estate development, historic preservation, and housing financing. He is one of the first urban planners in the country to understand, design and demonstrate the importance of schools in place-based neighborhood development. He is also a pioneer in the homeownership affordable housing auction initiatives as a means to encourage homeownership by both low- and moderate-income first time homebuyers. Mr. Wiles’ projects and wealth of development experience includes revitalization projects in mixed income and mixed use markets, sustainable neighborhood redevelopment in both small and large urban communities and neighborhoods, and neighborhood catalyst development projects including development of a well-documented model block strategy.
